Here are pictures of the slum. It has been an eyesore for 30 years. The fines are not big enough to get these people to have respect for their neighborhood or themselves. When will this really be addressed? The police and Code Enforcement are not doing enough to rectify this ongoing matter. They have been to this house many times for the same matter. It brings the value of the houses down. Please give them heavy fines for each time they are not in compliance. Something has to be done.
Sadly, so many homes are neglected. You are absolutely correct, this lack of basic property care has a severe and detrimental affect not only on abutting neighbors but the town as a whole..... Policing behavior by policy is the last / worst resort, because we are trying to effect change that is contrary to people's nature when they show distain for their own home and community that they live in. By-laws, town regulations, are meaningless unless they are enforced. If this particular issue has been on-going for years, can we assume Fines have been issued and paid, if not is there a LIEN on this property? It would seem the town has more than ample avenues to leverage compliance.
Following the provisions of Chapter 40U of the Massachusetts General Laws regarding housing code violations, the Town must notify a property owner of a violation and allow two weeks to resolve the issue. If, at the end of two weeks, the owner is still in violation, daily fines are assessed. Unpaid fines are placed as a lien on the property. Regardless of these procedures, there is no guarantee that the homeowner will comply and the Town may not enter onto private property to maintain it.
Well aware of the 40U law, but" taxpayer" reports that this has been an issue for 30 years! There are many other problem properties where this same issue has gone on for many years and been reported over and over. It is hard to believe that daily fines are being assessed and mounting up over years....or that any homeowner would be that irresponsible to let fines go unpaid and go as a lien on their property. One can only conclude that the fines are either not high enough, or that they are not really being implemented in the first place. What proof is there that fines have been assessed?
Is this property privately owned and occupied, or is this a rental property? Rental properties are often not well cared for by those renting, ranging from no lawn care to simply trashing the area around the home. Attached is a picture from May of 2012, thanks to Google. Almost 6 years old, and only indicates the condition of the property on the day the photo was taken. Clearly the present condition (shown above) requires a serious clean up.
This is a recent photo of 54 Pine Avenue.(Few days old) I wish the 6 year old Google picture was the true picture of this property, that is acceptable. I live in this neighborhood and they don't keep up their property and if they do... its not for long. So sick of them getting away with this. It doesn't take money to mow, rake and sweep outside your house. Neither of them drive... so whoever visits or lives with them dumps their truck engine, chains,etc. and junk in the yard. Thank you for your input on this matter "anonymous" and "Jacobs". I'm glad someone cares besides myself of this ongoing situation in this neighborhood. It makes me sad after all these years nothing has been done or taken seriously.
Thank you Code Enforcement Officer for taking care of that part of the junk but not all of it. Who ever lives with them is using 54 Pine Ave as their drop off of trash and more junk on a hitch trailer. They park for days and comes and goes bringing /storing more junk still in the yard that looks like a trailer trash house. This causes rodents. The 40 U law should be amended stating all trash removed and automatic fines issued thereafter if property not kept up for sanitary reasons and well being of the community.
