The traffic light on the corner of Independence Boulevard and constitution is malfunctioning. The time allowed for vehicles to exit constitution and get onto independence has been set overly long. The result is all traffic on northbound and southbound independence backed up for over a half a mile. This is been a problem for a long time. The timing on the traffic light needs to be set.
