I don't think there is a law for stray cats...and there is no law saying your not allowed to trap them on your prorperty either...some animal shelters will lend you a trap..good luck

On my block we have a situation where a cat owner leaves her cats out to roam. They wander into neighbors yards and do their business, deposit carcasses all over the sidewalks. The cat owner knows the mess is from her cats (they are the only outside cats in the area) but she leaves the mess lay and just steps over it on her way into the house. I was informed by the authorities that I could trap them and 'take care of the problem myself'. So, I imagine you could do the same for strays.

Sadly, these animals are just trying to survive! Try working with the trap, fix, & release program so the constant breeding can stop. It's that simple. Otherwise, the cycle will just keep getting worse.
