The Walton eastbound traffic and the traffic turning left onto Clintonville goes first. Then the left turn arrow to Clintonville goes to a blinking yellow, while the Walton westbound proceeds. The problem is when both east and westbound Walton lights go to red, most people on that left blinking arrow start to turn assuming it went to green. It does not, it goes to red also. I have been almost hit a few times when I start proceeding onto westbound Walton from Clintonville. Or I have to wait until 2 or 3 cars turn onto Clintonville from Walton before I can turn. The light needs to be changed so the eastbound Walton traffic can turn after east and westbound Walton traffic stops and before the Clintonville to Walton light turns green.

The signal you are referring to is known as the "flashing yellow-arrrow left-turn signal." This is the new federal standard for left-turn arrow signals. The federal intent is to standardize left-turn arrow signals across the nation (currently there are a wide variety of different configurations). For the last couple of years, this has been the standard left-turn signal the Road Commission for Oakland County (RCOC) has been using. Motorists are getting more used to them as they become more frequent. We believe this is just a case of what people are used to locally. Because it is becoming a federal standard, we will have no choice but to use this configuration in the future, so we believe it is best to begin installing them now. We have actually found this new traffic signal configuration to be beneficial. Not only is it creating uniformity across the entire country (something that never existed before), it allows us more flexibility in configuring turning movements at intersections. To date, the crash statistics do not indicate an increase in crashes. In fact, we have found that drivers quickly adapt to the new configuration.
Not being in compliance with federal regulation could jeopardize federal funding.

My solution is DRIVERS need to learn how to DRIVE.
There is no need to change this signal other than lenghten green left turn arrows based on time of day/traffic patterns.
