TxDOT has said in writing and in media that it is CoH's responsibility to protect the health and well being of those under the Spur and Highway, as they are no a law enforcement body but a roadway builder.

It is the city's responsibility to protect health and safety around the spur, not TxDOT. That is inaccurate information.

It's TXDOT, TXDOT has jurisdiction over a lot more than you think. Doesn't hurt to report to both areas.

fighting a loosing battle, have you not seen/kept up with the mess with CofH, TXDOT, Mayor etc. None of them are doing anything to remedy the problem. Reporting to 311 is another loosing battle.

I'm very well versed about the city's myriad missteps on this issue, First Warder. I agree it's a losing battle, as the 3-1-1 representative knowingly gave the reporter factually inaccurate information.
