To answer your question Gladies one guy owns all four houses along this “street“. Several years back he petition the city to let him close down that section of the street! (How he got permission to do that is beyond my imagination!) In return he was going to beautify it by putting in the pots and keep flowers growing make it an addition to the neighborhood instead of an eyesore. In the beginning there were nice flowers there and then little by little it’s gotten worse , a few months back the code officer finally made him clean up all of the growth and all the weeds out of the pots but he never put flowers back in and now all the growth is back. That’s the story!

I’ve never heard of such nonsense. Ceding an alley or street to an owner and expecting him to take care of it in perpetuity? I can’t believe the neighborhood agreed to that. I hope it’s reversible.
