The flashing traffic light for the pedestrian crossing on Salem Street and Ashland is useless and ineffective. Cars go down that street too fast and do not see the flashing lights. I was almost hit by a car trying to cross to go to the CVS. PUT A REGULAR TRAFFIC LIGHT!

Traffic on Salem & High Streets is really dangerous, with all those vehicles (including many semis and busses) squeezed into that space along with pedestrians and cars trying to parallel park.
It's certainly harder to cross on Salem, with all the lanes going one way, than on High, with 2 lanes going in 2 directions. The answer might not be to put traffic lights at lots of crosswalks, though. It's already very congested. Personally, I almost always have to stop on Salem waiting for the light at Forest to turn green, although I don't doubt that some people might speed there.
Perhaps it needs something more radical, such as changes in the number of traffic lanes or parking lanes. Since it's a State highway, Hwy 60, do any changes there need to go through the State?

The City contuninally tries to have spot enforcement and improve the peestrian environment. Any change of regulation here would require Traffic Commission.
A fully operating green, yellow, red light is likley not warranted (per requiremetns to add such). Hence the addtion of the RRFB by a MassDOT complete streets funded project. The req. to install this type of treatment is more flexible.
Although a State mumbered road, it s owned and operated by the city of Medford. There are other State numbered roads that are owned and operated byt the State (ex. Rte. 16, most of Mystic Ave., Rte. 28, etc.).
