Timing and operation of signal at ECR/Middle needs to be updated. Left turn signal for NB ECR onto Middle activates even if no cars are in the lane. In addition, the left turn signal remains on long after cars have cleared the queue. Menlo Park has received significant sums of money to time the lights on El Camino. This should have been addressed previously. Please fix this asap.

The pavement detector loops for the NB left turn lane on El Camino Real are currently damaged and need to be replaced. Consequently, the NB left turn phase is on maximum green times for all signal timing patterns. For example, if the assigned maximum green time for this phase during the peak pm hours is 45 seconds, it will go 45 seconds whether the demand is there or not. Similarly, when the traffic signal is running free or uncoordinated, it will also use all the assigned green time, whether the demand is there or not. There are other loops on El Camino Real and its side streets that are not working and the City will be completing its investigation of these damaged loops soon and subsequently, will be requesting Caltrans to fix all of them, including those on the NB ECR left turn at Middle Avenue. Caltrans typically outsources the repairs of damaged loops on State Routes. But the schedule for the repairs will be contingent on how soon this project goes out to bid to select a contractor.
Another option is for the City to wait for the future signal modification project on ECR at Middle Avenue in conjunction with the 500 ECR project mitigation measures, which includes installing new pavement detector loops in the NB ECR left turn.
