I also reported this issue a few months back. It may be Smud who is in charge of this light as the City of Folsom has not fixed it. Why doesn't the City of Folsom then report it to the proper unit being Smud or PG&E????
Most likely this is an HOA issue. The city usually forwards to the HOA. However, many times the HOA's don't fix it from those requests. I usually revert to submitting an incident directly to my HOA for my neighborhood. Then they address it. Maybe this is good for the city to know that their communication to HOA is not being addressed very efficiently.
