We had this issue with more than a few houses in my old neighborhood. The only mentions to the city that WORKED in getting it taken care of was #1 Calling in Mosquito Abatement & #2 Suggesting they acquire the property and donate it to Habitat for Humanity. It took 6yrs for it to happen after numerous tax paying neighbors held cleanup events. The city FINALLY bought the property and habitat cleared the lot and built a new home.
