Thank you for reporting the trash issue. We will go out to look at the area, take pictures, and start the process to have it cleaned up. We do have to try to make contact with the property owner that the rubbish is on to see if they will clean it up. Once the period of contact has passed, if nothing has been done, we then can start our process to have the City's Public Works department clean up the area. The timing for this can sometimes take a couple of weeks because of the policies we have in place. We will try to have this resolved as soon as we can.

Doesn't the city own the spillway?

We do not, it is State owned. However we have talked to our Parks Department, and they will be out to have the trash picked up this afternoon, as we have had to clean up trash there in previous years.
