Sidewalk blocked with construction matter. No signs posted. Caution tape tied to neighboring homes. It has been left blocking sidewalk with sidewalk closed cone for 48 hours and neighbors have not been notified. Non-residential vehicles blocking street for resident parking all hours of day, exceeding 2 hour limit.
