Correction Lenamarie, it is illegal dumping whenever open one gallon cans of paint are are just left laying on their side with with the paint itself pouring out onto the driveway and the mattress against the tree plus other miscellaneous junk that sits in the front yard there on a daily basis. Either clean it up or sell!
