13 Twiss Ave. Owners put dog(s) out on rear deck all hours of the day and night. Sometimes 2 or 3 am. Dogs barking for hours at a time. Nuisance to neighbors across Harbor brook on Orchard St. At there any ordinances to curb this barking

city ordinance 22-363 barking dog or vicious disposition, is a $ 75.00 Fine (1st offense). file a complaint with the police dept.
