I hope this is the correct person to direct this to. I work on Jasmine Avenue. While driving on Semken Avenue, between Jasmine and LaRoche, I witnessed a man dumping two mattresses on the side of the road. He was a Caucasian man, about 55-60, grey hair but bald on top. He was driving a dark blue Dodge Ram pickup truck. He had backed up to drop off the junk so I didn't get a plate. And I was driving, so I couldn't get a photo. I can tell that dumping in that neighborhood is an issue, so I hope this helps you catch him.
