The alley between Shields at Joe''s Inn to 202 N. Rowland has a disgraceful garbage disposal site that serves Fan Square Condos and residences on Floyd and Shields. The private hauler for the condos drops trash every time he empties the dumpsters, and never cleans up. This is a very busy, high foot traffic alley and the garbage site is not only usightly but likely to attract rodents.
