Unfortunately it’s not the homeowners responsibility to take care of the ‘ditch’. The City of Houston owns everything beyond the sidewalk. Check your plats.

It is the abutting’s property owner responsibility to take care of basic things like cleaning ditches from trash or cutting grass. In my opinion it is not only a city ordinance, but also common sense and I wish owners would take pride of keeping up with really basic maintenance

... and honestly if the homeowner doesn’t take pride in trim grass and trying to make it look decent, who really should?
