Description
The HAWK signaling scheme is out of whack at this location. After the signal goes through the flashing yellow > solid yellow > solid red > flashing red, it should go off. However, after the flashing red, it goes solid red again, then flashing red again, then finally off. As a result (and the fact that there are no instructions telling folks they can proceed during the flashing red if the crosswalk is clear), drivers will not proceed even when it is permissible. This is happening after a single button push and the pedestrians are clear of the crosswalk -- no subsequent button pushes are involved.
