Here is an example of how the culprit moves the vehicles illegally at the end of the day.
Notice he is driving the vehicle in the wrong direction of the one way street, but probably even worse, on the sidewalk. The vehicle that was moved before this, a person was walking on the sidewalk but the driver did not care.
