There is a bus driver that has Vermont plates on their car year round in this state and obviously is not paying CT motor vehicle taxes to the state.

maybe he owns property up there or maybe its a family members car. Worry about more important things

Out of state plates may not be in the state for more than 30 consecutive days. Its most likely that they are avoiding paying CT state taxes which put the tax burden on the shoulders of people who don't try and cheat the system.
