Description

Homeowner removed the grass on the lot and replaced it with rocks. He now parks on the rocks along the property line, over a water meter. HOA did not grant approval for the landscape change but is not willing to enforce bylaws with homeowner.

Are there any city setback rules on how close to the property line one can park their vehicle? Any restrictions for parking over the water meter?
