WAS THE POTHOLE FILLED? If it were filled there would be no problem with simply answering "Yes." The lack of a true response could easily lead one to believe that the issue was closed unresolved. If you cannot fill the hole, then say so but at the very least the reporter of the problem is deserving of a proper response.
