"4 wheeler" - do you mean an ATV or a 4WD truck?
Is it showing a registration plate? Is it driving on the pavement? Is it being ridden by a child? What aspect of what they're doing is "illegal" as opposed to annoying and inconsiderate?

There is no such thing as a "street legal" ATV. They cannot be ridden on any street at any time in Connecticut (I am not a lawyer or a police officer, so don't take my word for it).
From the DMV web site:
"A registered ATV cannot be operated on a public highway except, if the ATV is operated by a licensed motor vehicle operator; it may cross a public highway (other than limited-access highway) at a 90 degree angle, after the ATV is brought to a complete stop. The driver must yield the right of way to motor vehicles using the highway and must cross in the direction of the highway at a location where no obstruction prevents a quick and safe crossing. "

The only legal place to ride an ATV is on land you own (or lease) and state parks that allow ATV riding.
Even if the purpose was to cross a public road, a 14 year is not allowed to do that as they don't have a driver's license.
The DEP has its own rules that further define acceptable behavior, and that includes the language about making excessive noise.
