Description

The person living in this house has been a problem for a while now. He has been yelling racial slurs at people who live on the street. He also allows his dog to due it's business behind his home and leaves it there. The smell is bad and the flies are worse. Many of us have tried to contact his landlord, but the landlord claims he is "a good guy" and is no longer taking our calls. If this man is not yelling at me, can I still report it as harassment?
