  I observed the same thing at the corner of University and Shattuck Avenues at about 6:30 p.m. on Sunday, March 31. There were several people who had nodded off just lying on the sidewalk to the degree that we had to step around them to get to the crosswalk. Upper University just west of MacDonald's has become an outdoor crash pad with all the attendant screaming, raving, garbage, belongings strewed everywhere, etc. What is becoming of our City?!!

  Closing information from Neighborhood Services:

  Staff investigated the complaints and went throughout the area looking for incapacitated folks. Staff will continue to address calls as they come in.

  This is a persistent problem. So when someone from the City goes out at one point in time, they may not see it. But believe us, it is there. And it stretches credibility to think that the City folks don't know and see it, too, as every time I go downtown it is in my face. It appears that this is being tolerated as just one more aspect of life in Berkeley. Shameful ~ it is disgusting for those who bear witness but even more horrendous for those people lying on the sidewalks who are drugged and bereft.

  It is hard to believe that no one could find incapacitated individuals when they are everywhere, especially on upper University near Shattuck (northside). Allowing them to remain is inhumane to them and to everyone who has to bear witness to this human tragedy.

  You must be from out of town, Ricki. What you see is the official policy of Berkeley. Our City leaders encourage drug use on our streets. Talk to a police officer when you have a chance and they'll tell you.

  The person reporting this could have called "whatever mental health/medical service is appropriate" themselves, rather than posting here and asking for the police to waste their time on a health/medical issue.
