Description
There has been a couch on the sidewalk for 2 weeks. Is this a place for the homeless to sleep or garbage that is going to be picked up? If its not the towns responsibility to pick it up, its their responsibility to fine the owner. What are we paying taxes for again?

Scott- I don't think anyone is popping blood vessels, and I don't think it should be the responsibility of passers-by to have to report this to USA hauling each time they see something. This could be a full time job in Torrington! There is enough city workers driving by between Street Dept., DOT, Police etc.. that should/could report this as needed. In fact there is a mystery blight committee that should also be in charge of resolving this issue. So while it should be as simple as a call to USA Hauling, I don't see how the citizens doing the job for the dummies who put the stuff out at the curb/yard or the city workers who choose to ignore the issue, is going to resolve the problem.
I'm all for helping which is why I try to post what I see here, but at some point the city needs to take on the responsibility. Either fine the owners or pick up the garbage
