Description
The section of Houze road between Whitehall Way and Derby Forest Ct. does not have a sidewalk. Due to the presence of sideway on the surrounding roads, there are numerous pedestrians in the area who risk walking and running on the edge of the pavement on this road. This is risky especially near the bottom of the slope where the cars are usually at the peak of their speed. In addition, right where the runner is in the picture, there was a recent severe crash (possibly fatal because the road was closed down for several hours). With the roadway curves, the sight distance also gets hindered. The presence of pedestrians on the road without a sidewalk, often at night, is a risk to both the pedestrian as well as the drivers.

Thank you for contacting us. In 2016, the Mayor and City Council adopted a sidewalk gap policy to prioritize which gaps in the city would be constructed as funding is identified. It was decided that in order to provide the most benefit to the public, only sidewalk gaps on collector and arterial roadways (including Houze Rd) would be considered. Using these criteria city staff identified over 100+ sidewalk gaps along major roadways and applied a formula to rank the importance of each.
The following measures were used for scoring:
• within ¼ mile of a school
• within ¼ mile of a park
• within ¼ mile of a commercial property serving as a walk up business
• addressed a safety issue (defined by looking at speed limits, speeding data, and visual observation)
• had a worn trail (desire path)
• on the Roswell Loop
The section of Houze Rd (between Whitehall Way and Hollyberry Drive) you mentioned does have a sidewalk gap and it was scored using the above criteria. This sidewalk gap you identified currently ranks #97 of over approximately 150 sidewalk projects citywide. Please understand, the City is always striving to fill these gaps, and this ranked list is fluid due to project priorities and the availability of funding.
Your message noted a recent traffic accident. It’s unclear what date this occurred based on your note, but we reviewed the crash data and there appeared to have been an incident back on March 28th on Houze Rd in this area. I’m not sure if this was the incident you are referring to, but it’s my understanding that this 3/28 incident involved a head-on collision between two vehicles resulting in multiple injuries.
On a side note, the City has just started working on a new Bicycle and Pedestrian master plan that will likely be completed later in 2019 and will help develop and refine priorities for bike/ped needs in Roswell. We are actually holding two public information open house style meetings this week to gather input from the public. One of the meetings is nearby to you and is this Tuesday night (5/7) at the Hembree Park Community Building (located off Hembree Road near Elkins Road).
