Thank you for your inquiry. I have visited the location referenced in the photos. The accessible route into the grassy area is just to the south of the steps. The access goes around the large planter adjacent to the stairs. The step is located here due to the necessity of having to match the ground lines of the adjacent exit stairway. So the engineers designed the ramp to the grassy are to go towards the building, then turn to the right and the slop allows it to transition to the "grass" without a step.
