Description
The traffic lights on the intersection of Marsh Rd & Rolison Rd are not working correctly, the lights going east to west on marsh run for approximately 1.5min each sequence, the lights going north to south on rolison only run for approximately 10 sec per sequence causing traffic to back up on Rollison and also on Hoover St, also the lights for the turn lanes on Marsh rd only run for approximately 10 sec.

I looked at the following signal timing information, specifically, maximum green times, for the subject traffic signal (Marsh Road at Scott/Rolison):
Weekdays, 6:45 a.m. - 9:30 a.m.
EBTh - 49 sec, WBTh - 66 sec, NB Scott - 41 sec, SB Rolison - 43 sec
Weekdays, 2:00 p.m. - 7:00 p.m.
EBTh - 37 sec, WBTh - 37 sec, NB Scott - 41 sec, SB Rolison - 43 sec
During these times, traffic signals on Marsh Road run in coordination and consequently, EBTh and WBTh phases do not gap out and also get the unused green times from the other phases. The other phases gap out or do not use all their allocated green times if the demand for these green times are not there.
Weekdays, outside abovementioned hours, and on weekends
EBTh - 40 sec, WB Th - 40 sec, NB Scott - 30 sec, SB Rolison - 35 sec
The traffic signal is running free and consequently, all phases gap out if demand is not there.
From the above information, the NB and SB phases should get more than 15 seconds of green. From our traffic signal workstation here in my office, I could see right now (2:49 p.m.) that the NB and SB phases were indeed getting more than 15 seconds of green time.
