It looks like this property and some others on the block of N. Philip are owned by the Norris Square Neighborhood Project. Their mission seems worthwhile, but they are not taking care of their land. Not sure they even know about the issue, though. We will make them aware of your report, but you should also contact them.
I received an email from Teresa Elliott, the Executive Director of the Norris Square Neighborhood Project. It seems they have had some problems with dumping there before, and she is looking into it. I would suggest you stop by and meet her or give a call to the group. They seem to be doing great work in the community and I'm sure they would welcome neighbor input and participation.
