I don't think this is a zoning issue. It is either health code or property maintennce.

What kind of request is this? What are you offering to kill them? leave the birds alone. there are more important issues than this.

This is not important??? Feces breeds toxic bacteria and serious illnesses; which is on the storefront of the business that serves food. This is important and should be addressed.

It's a property violation. Store fronts should be in good repair.
