How has it been closed if my lawn hasn’t been repaired and the hazard remains?

The grass has grown in (with a large amount of weeds) because I seeded it. Though I shouldn’t have had to. The surface is still quite uneven and hazardous. I take great care of my home and yard. I’d like the city to do the same.
