Sharraxaadda

The city decided this spring to remove all the trash bins along the beach and along the boardwalk. They only put trash bins along the bicycle path. Unfortunately, most people walk along the boardwalk and are down at the beach. No trash bins has caused an enormous spike in litter on the beach - and a lot has blown into the lake.
Why did the city remove these trash bins? It's not like they were not being used. They were always full. It makes no sense. Did they think that this would be a good idea?
