There is excessive speeding up the hill on west rolling road in the mornings. There are bus-stops close by and people dont care

Springfield needs 15mph backroads to have a chance at people doing 25mph. We can not change the speeders mentality, but we can change the base off which they make their decisions. 15mph backroads to keep the traffic on the 35-45mph main roads.
