The 15 minute parking spaces on 5th St SW near 1st Ave are typically not available for public use. Most of every single day and many times overnight (even though they are marked No Parking 2-6am) there are multi-colored Fiat's (red, white and green), or more recently all white Fiat's parked in these spaces. They vehicles aren't being used for business loading/unloading, the vehicles typically just sit there all day.
