The white house at 679 Chelmsford St often has a lot of trash and recycling stacked or scattered in their front yard. The front lawn is used as a driveway (see picture) and the sidewalk in front of the house is often blocked with at least 2 cars pulled up on it. One of them is often a white honda civic.

Great photo of what Lowell is turning into, an ugly, disordered city where ordinances are not enforced, and people do whatever they want.

there are problems like this everywhere. most people on norcross and surrounding streets have beautiful old houses which are generally neatly kept. sometimes there are just clusters of houses (e.g. ever hear of the 'broken window theory'?) where things just need to be cleaned up. we don't live a police state after all.

We do not live in a police state in fact I'd say much of Lowell is in a chaotic state because city ordinances aren't enforced.Get the cars off the lawn.
