I want the city to require dog dna testing to get a dog license and enforce the existing ordinance.

But the city doesn't handle animal licensing, the county does, and even still, I dont think anyone at the city would have understood what you meant based on your comments above. This seems like something you should bring up at a City Commission meeting, or with your commissioner.
