There was no evidence that any water was being stolen. There is an extension cord being ran with permission to a residence for electricity. It is not illegal for him to camp in that location. i will continue to outreach him.

Thanks for looking. Our tenants in the duplexes on van buren say he is coming by with 5 gallon buckets and getting water every so often. Right now, he has moved to getting water at a different duplex so I guess we will have to see if they will complain to us as well. He has camped there for about 6 months now without water , sewer , and electricity. I know you can't do anything now, but it a situation that i believe will end poorly at some point.
