Jurisdiction of this area is shared by both the NNPD and CNU PD. Call either one of them (NNPD 757-247-2500) or (CNU PD 757-594-7777) when this occurs and attempt to get license plates. CNU PD is a state law enforcement agency and will gladly do what they can to stop this when they are made aware and can catch the perps in the act.
You will need to CALL when this happens WHILE it is happening. Posting about it on here will not get the issue resolved.
