How come these always get the same response, "There is not a winter parking ban in effect, agents are enforcing snow emergency."? Is a snow emergency not a winter parking ban?

I've never seen it stated clearly, but I think the city doesn't accept requests through this system for Snow Emergency enforcement. I wish I knew how to report them properly, during the last emergency I watched the plow cruise right past our entire block, filled with parked cars.
