Storm drain slow water backs up over the street. Traffic hazzard
Additional hazzard for walkers... forces them to middle of road to avoid mud.
Backup creates a mud slurry 3-4 inches deep in road and along curb.
The mud is to deep and too much for homeowner to maintain.
