That's pretty much the way beg buttons work.

According to several people I’ve spoken to who work for the City of Berkeley, the pedestrian signals are not supposed to require the beg buttons anymore. They were supposed to be reprogrammed to activate with the traffic signals. Even if that’s incorrect, the pedestrian signal should activate immediately if the traffic signal is green, the button is pushed, and there’s adequate time to cross. At this intersection if you hit the button even a moment after the light turns green, it will not give the walk signal. You have to wait an entire light cycle. It’s infuriating. And as a result I see many people here crossing against the light.
