Have you contacted the homeowner before bringing it to the attention of the TLA? I hope so. I live on Franklin Creek Road as well and would always speak to the homeowner first.

Good morning, a member of our staff performed an inspection of the property last week. At that time the debris and container had been removed. An informational flyer was placed in the resident's mail tube outlining the regulations regarding placement of yard debris for collection.
