How can we get a systematic fix to this problem? I count at least 23 of these SeeClickFix reports in less than a year. Over and over, sign contractors are failing to follow the MUTCD and basic safety practices. We file reports, sometimes things get fixed, often they don't, but in every single case we've got an unsafe situation on the streets in the meantime. We almost never see this done correctly in the first place.
What city process is there through which, per MUTCD, there's some sort of check on the temporary traffic control measures plan ahead of time so we could get these things done right from the beginning rather than having to file complaint after complaint?

The advance warning on Carlisle has no choice but to be set up in the bike lane for vehicular travel per the MUTCD. The barricade company would need to ask each and every home owner for permission on placement of the advance warning signage. Yet again they have been informed to have moved if possible.

MUTCD: "The needs and control of *all road users* (motorists, bicyclists, and pedestrians within the highway, or on private roads open to public travel (see definition in Section 1A.13), including persons with disabilities in accordance with the Americans with Disabilities Act of 1990 (ADA), Title II, Paragraph 35.130) through a TTC zone shall be an essential part of highway construction, utility work, maintenance operations, and the management of traffic incidents."
MUTCD Section 9B.19 is pretty clear on what this means here: "Where temporary traffic control zones are present on bikeways, appropriate signs from Part 6 should be used."
So if the sign company can't be bothered to go to the trouble to contact, in this case, two homeowners to get permission to put signs on their property in order to make this safe for bicyclists, the sign company needs to, as an alternative, put out "share the road" and speed control warnings before the point at which the signs force bicycles to merge into automobile traffic.

"The problem is, is there is no way of fixing this issue because the street is primarily for vehicular travel. There are times when te barricade company can ask permission to have AW's on private property and there are times as an inspector we request them to have share the road w/reduction of speed and/or bike lane closed ahead. I have personally informed the barricade company to make sure these 3 options for every set up are accommodating the bicycle community.
Advantage, SWS and Highway supply have all been informed of requested bike lane issues."

I'm sorry, but no, there *is* a way to fix this issue. You just described it yourself: "share the road w/reduction of speed and/or bike lane closed ahead." If the sign companies have to block a bike lane, they've got to put up the proper signs to make clear to all road users that they're going to have to share the lane. That is what MUTCD *requires* in situations like this, and it's not being done - over and over and over. City policy is that the sign companies are supposed to follow MUTCD all the time, right? Not just when they happen to notice it, or when it's convenient for them.
That's the problem I'm trying to get addressed here - your informing Advantage, SWS and Highway Supply that they're supposed to do this is not working. Filing complaints is not working. How can we get the companies to comply with MUTCD rather than simply ignoring it?
