Stephen, thanks for your response. Actually, the BWL needs to look at this, it is the main electrical pole guide wire between 2 poles that is arcing against the BWL power feeds but grounding on the Comcast twisted ground.
Mark, this issue has been recorded in our system, and we will respond to it as soon as possible. Please stay at least 25 feet away from any downed power lines.
About 2 weeks ago the BWL repaired the high voltage cabling downstream from the transformer in my yard. I tried to explain to the guys what was going on, but understandably they did not have the time to remedy it. The next time there are high winds, the arcing will happen again because the guide wire is not shielded from the live power feeds (neither are insulated). It doesn't necessarily affect me directly, my lights dim whenever the arcing occurs, but it could cause further damage to the area or possibly another power outage locally. To the BWL, thanks for taking the time to look in to this issue.
So, the BWL people came and repaired the high voltage stuff...kudos to all those folks. Now, Comcast/AT&T or whomever has the lower cable bundles should probably come out and repair their cable covers/grounding wraps, etc. There is a bare metal cable that wraps one bundle of cable, guessing it's a voltage/grounding shield of some sorts. That has been destroyed and is hanging down. I don't know if this the Comcast cable bundle or the telephone cable bundle. It doesn't affect me at all, I just want to make sure their equipment is OK.
