Light at Derby going north on Winthrop doesn't turn green with light at Chapel.

Light at Chapel going south on Winthrop also stays red.

Issue has not been fixed. Does not happen every cycle but an uninformed vehicle could sit through 2 or more cycles before they get a green light.
