If it's ink, you can use hairspray to bind to the ink and you just have to use water and hose away the smeared ink. Paint use paint thinner. If it's ground into the cement, they may should use a small amount of fresh cement and smooth it over the sidewalk. It's already looking a little rough there and worn down. Or get permission and paint over it with cherry blossom festival flowers and logos. The city really needs to decorate some sidewalk squares downtown with cherry blossoms to enhance the beauty of the city.
