Deskripsyon

Dog is constantly barking early in the morning and late at night. Left outside and owners ignore it. Very bothersome to neighbors.

While it might be "bothersome" to you, have you considered that the dog might be a victim of neglect, being left outside in the cold? Why don't you either call the police about the noise or call the Delaware County SPCA and find out if the dog is being neglected? "constantly barking" implies that the dog is not being cared for!
