I live at 174 Laurel Circle. Recently, a very large pipe has become exposed in my back yard (maybe due to soil erosion and heaving). This pipe seems to be coming from my neighbor’s yard and probably crossing my yard into the other neighbor’s yard.

The pipe is cracked and broken, with a hole in it, so covering it up with more soil would just cause the dirt to fall into the pipe, and wash into it with rain. Also, if my dog ever stuck his paw into the hole, I am worried that he could break his leg.

Can you help me to find out what this pipe is for and what can be done to fix it?
