At least once a week usually sometime between 4 and 6:30 pm the new signals that SEPTA installed with the stimulus money get stuck on flashing red. Some drivers understand this means stop, look both ways, and then go. But every once and a while someone doesn't know this and thinks it means stop until green. This causes traffic to back up to State Road. Please learn the rules of the road people or even better fix the lights.
